The Union Cabinet approved its formation in <\/span><b>January 2025<\/b><span style=\"font-weight: 400\">, and its recommendations are expected to take effect from <\/span><b>January 1, 2026<\/b><span style=\"font-weight: 400\">. The Commission is expected to submit its recommendations within <\/span><b>18 months<\/b><span style=\"font-weight: 400\">. Its proposed revisions will consider factors such as <\/span><b>inflation, cost of living, economic conditions, fiscal capacity and the welfare of government employees and pensioners<\/b><span style=\"font-weight: 400\">.<\/span><\/p>\r\n<h2><b>What is the 8th Pay Commission?<\/b><\/h2>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The <\/span><b>Pay Commission<\/b><span style=\"font-weight: 400\"> is set up by the Central Government to review the existing <\/span><b>pay structure, allowances, pension and retirement benefits<\/b><span style=\"font-weight: 400\"> of government employees.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It examines factors such as <\/span><b>inflation, cost of living, economic conditions and prevailing market salary levels<\/b><span style=\"font-weight: 400\"> before making recommendations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Pay Commission is an <\/span><b>advisory body<\/b><span style=\"font-weight: 400\">, which means that the government is not legally bound to accept all its recommendations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Pay Commissions are generally constituted at intervals of around <\/span><b>10 years<\/b><span style=\"font-weight: 400\">. The <\/span><b>First Pay Commission was established in 1946<\/b><span style=\"font-weight: 400\">.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Commission functions under the <\/span><b>Department of Expenditure, Ministry of Finance<\/b><span style=\"font-weight: 400\">, and includes experts who examine different aspects of government employees' compensation and service conditions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/7th-central-pay-commission\/\" target=\"_blank\" rel=\"noopener\"><b>7th Pay Commission<\/b><\/a><span style=\"font-weight: 400\">, headed by <\/span><b>Justice A.K. Mathur<\/b><span style=\"font-weight: 400\">, increased the minimum basic salary to <\/span><b>\u20b918,000<\/b><span style=\"font-weight: 400\"> and the minimum pension to <\/span><b>\u20b99,000<\/b><span style=\"font-weight: 400\">. Its implementation added around <\/span><b>\u20b91 lakh crore<\/b><span style=\"font-weight: 400\"> to government expenditure during 2016-17.<\/span><\/li>\r\n<\/ul>\r\n<h2><b>8th Pay Commission History<\/b><\/h2>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Government announced the formation of the <\/span><b><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/8th-pay-commission\/\" target=\"_blank\" rel=\"noopener\">8th Pay Commission<\/a> in January 2025<\/b><span style=\"font-weight: 400\">, and the Commission was formally constituted on <\/span><b>November 3, 2025<\/b><span style=\"font-weight: 400\">, with <\/span><b>Justice Ranjana Prakash Desai as its Chairperson<\/b><span style=\"font-weight: 400\">.\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Commission is expected to cover more than <\/span><b>49 lakh Central Government employees<\/b><span style=\"font-weight: 400\"> and around <\/span><b>65-68 lakh pensioners<\/b><span style=\"font-weight: 400\">, including defence personnel.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Like previous Pay Commissions, the 8th CPC is being considered against the changing <\/span><b>inflation, economic conditions, cost of living and welfare requirements<\/b><span style=\"font-weight: 400\"> of government employees.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Its recommendations are expected to be implemented <\/span><b>retrospectively from January 1, 2026<\/b><span style=\"font-weight: 400\">, after the completion of the 7th Pay Commission's period on <\/span><b>December 31, 2025<\/b><span style=\"font-weight: 400\">.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The revision is expected to include a new <\/span><b>fitment factor<\/b><span style=\"font-weight: 400\">, which would be used to calculate revised basic salaries and pensions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">After its formal constitution in November 2025, the Commission began seeking inputs from stakeholders, employee organisations and government departments.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<p><img (ToR)<\/b><span style=\"font-weight: 400\"> define the broad areas that the 8th Pay Commission will examine.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Pension and retirement benefits:<\/b><span style=\"font-weight: 400\"> The Commission will review the existing pension and retirement benefits of serving and retired government employees.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Fiscal prudence:<\/b><span style=\"font-weight: 400\"> Pay revisions will have to take into account the government's <\/span><b>fiscal capacity and overall macroeconomic Commission.<\/span><\/li>\r\n<\/ul>\r\n<h2><b>8th Pay Commission Fitment Factor<\/b><\/h2>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Meaning of Fitment Factor:<\/b><span style=\"font-weight: 400\"> The <\/span><b>fitment factor<\/b><span style=\"font-weight: 400\"> is a multiplier used to calculate the <\/span><b>revised basic salary<\/b><span style=\"font-weight: 400\"> of Central Government employees under a new Pay Commission. It determines how the existing basic pay may change under the revised pay structure.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>How It Is Calculated:<\/b><span style=\"font-weight: 400\"> The revised basic pay can be estimated by multiplying the employee's <\/span><b>current basic salary by the applicable fitment factor<\/b><span style=\"font-weight: 400\">.
