The decision highlights the need to balance cultural traditions with environmental protection, public health and constitutional rights, particularly amid rising concerns over Delhi Air Pollution and seasonal Winter Air Pollution.<\/span><\/p>\r\n<h2><b>Supreme Court Allows Green Crackers<\/b><\/h2>\r\n<p><span style=\"font-weight: 400\">The <\/span><b>Supreme Court of India <\/b><span style=\"font-weight: 400\">permitted the use of certified <\/span><b>Green Crackers in Delhi NCR <\/b><span style=\"font-weight: 400\">on November 7 and 8, subject to specified timings and safety conditions. On the other hand, Article<\/span><b> 21 <\/b><span style=\"font-weight: 400\">of the <\/span><b>Indian Constitution <\/b><span style=\"font-weight: 400\">protects life, including the right to a healthy environment.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Environmental Considerations: <\/b><span style=\"font-weight: 400\">The Court highlighted the contribution of conventional firecrackers to increased <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-air-quality-index\/\" target=\"_blank\" rel=\"noopener\"><b>AQI<\/b><\/a><span style=\"font-weight: 400\">, particulate pollution, noise pollution and solid waste, particularly during festive periods.<\/span><\/li>\r\n<\/ul>\r\n<h2><b>Firecracker Regulation in India 2026<\/b><\/h2>\r\n<p><b>Firecracker Regulation in India <\/b><span style=\"font-weight: 400\">involves environmental legislation, explosives related laws, certification requirements and judicial directions to minimise pollution and ensure public safety.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Explosives Act 1884: <\/b><span style=\"font-weight: 400\">This legislation provides the primary legal framework governing the manufacture, possession, storage, transportation and sale of explosives, including fireworks.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Explosive Rules 2008: <\/b><span style=\"font-weight: 400\">These rules establish regulatory requirements for handling, manufacturing, licensing and selling explosives, ensuring that firecracker related activities comply with prescribed safety standards.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Noise Pollution (Regulation and Control) Rules 2000: <\/b><span style=\"font-weight: 400\">Under these rules, firecrackers must comply with prescribed noise limits of 125 dB(AI) or 145 dB(C)pk, measured at four metres.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>CSIR NEERI and PESO Certification: <\/b><span style=\"font-weight: 400\">Green Crackers must receive appropriate certification from CSIR NEERI and the Petroleum and Explosives Safety Organisation (PESO) to establish their regulatory compliance.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Restrictions on Conventional Crackers: <\/b><span style=\"font-weight: 400\">Barium containing crackers and joined firecracker strings, commonly called ladis, are prohibited under applicable restrictions to reduce harmful emissions and associated environmental damage.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Sale and Identification Requirements: <\/b><span style=\"font-weight: 400\">Only authorised Green Crackers carrying product specific QR codes are permitted under the temporary relaxation. Online firecracker sales through e-commerce platforms are also restricted.<\/span><\/li>\r\n<\/ul>\r\n<h2><b>What are Green Crackers?<\/b><\/h2>\r\n<p><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/green-crackers\/\" target=\"_blank\" rel=\"noopener\"><b>Green Crackers <\/b><\/a><span style=\"font-weight: 400\">are specially developed fireworks designed to reduce harmful emissions and particulate pollution compared with conventional firecrackers.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Developed By: <\/b><span style=\"font-weight: 400\">The Council of Scientific and Industrial Research National Environmental Engineering Research Institute (CSIR NEERI) developed Green Crackers following the Supreme Court's restrictions on conventional firecrackers in 2017.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Chemical Composition: <\/b><span style=\"font-weight: 400\">These crackers exclude barium compounds and significantly reduce aluminium and sulphur content, using cleaner oxidisers to limit toxic emissions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Reduced Pollution: <\/b><span style=\"font-weight: 400\">Green Crackers can reduce particulate matter, sulphur dioxide (SO2) and nitrogen dioxide (NO2) emissions by at least 30% compared with conventional alternatives.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Identification: <\/b><span style=\"font-weight: 400\">Genuine products carry the official Green Fireworks logo and a unique QR code, which can be scanned through the CSIR NEERI Green QR Code mobile application.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Types: <\/b><span style=\"font-weight: 400\">There are usually three main types of Green Crackers as given below:<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>SWAS: <\/b><span style=\"font-weight: 400\">Safe Water Releasable (SWAS) crackers use water based technology to suppress dust particles and reduce the release of harmful emissions during combustion.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>STAR: <\/b><span style=\"font-weight: 400\">Safe Thermite Cracker (STAR) is another category of green fireworks developed to reduce particulate emissions while maintaining the visual experience of traditional celebrations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>SAFAL: <\/b><span style=\"font-weight: 400\">Safe Minimal Aluminium (SAFAL) crackers use reduced aluminium content, helping minimise the release of harmful substances during the burning process.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><b>Firecracker Regulation Challenges<\/b><\/h2>\r\n<p><span style=\"font-weight: 400\">Despite judicial directions and regulatory restrictions, effective implementation remains difficult because of illegal sales, monitoring gaps and seasonal pollution pressures.
