Bihar Student Credit Card Scheme is an initiative by the Bihar Government to provide financial assistance to students pursuing higher education. Under this scheme, eligible students can get an education loan to cover college fees, books, and other educational expenses. The scheme mainly supports students who have passed Class 12 and want to pursue undergraduate, technical, or professional courses without facing financial difficulties.

Bihar Student Credit Card Scheme Objective

The Department of Education, Government of Bihar introduced this scheme so that money is never the reason a student gives up on higher education. It supports students who are keen to study but cannot arrange the funds.

  • Financial support for higher education: The scheme gives students a loan of up to ₹4 lakh so they can complete courses like B.A, B.Sc, B.Tech, MBBS and other approved programmes without worrying about fees every semester.
  • Helping students from low-income families: It is specially meant for those who are keen to study but cannot afford it. By providing a government-backed loan, it opens the door for students who would otherwise have no way to pay.
  • Covering general, technical, and professional courses: The loan is not limited to one type of study. Students can use it for general degrees, polytechnic courses, technical programmes, and professional courses, as listed in the official guidelines.
  • Reducing the burden on families: Instead of parents taking costly private loans or selling assets, the scheme gives an easier and cheaper way to fund a child’s education.

Bihar Student Credit Card Scheme Eligibility Criteria

To apply for the BSCC loan, a student needs to meet the following conditions.

  • Residency: The applicant must be a permanent resident of Bihar. Students who passed Class 10 or 12 from a school or board in the bordering districts of Jharkhand, Uttar Pradesh or West Bengal must also be permanent residents of Bihar.
  • Age limit: The applicant must be not more than 25 years old on the date of application. For postgraduate courses that require a graduation degree, the limit is 30 years.
  • Educational qualification: The applicant must have passed Class 12 or an equivalent exam from an institution recognized by the Government of Bihar. For polytechnic courses, passing Class 10 is enough.
  • Admission to a recognized institution: The applicant must be admitted to, or selected by, a higher education institution recognized by the competent regulatory authority of Bihar, another State or the Central Government.
  • Eligible courses: The scheme covers general higher education as well as professional and technical courses as per the official guidelines, and the Education Department may add or remove courses from time to time.
  • No repeat of the same level: A student who already holds a degree cannot use the scheme for another course at the same level. For example, a Bachelor of Science graduate cannot take the loan for a second undergraduate degree in Arts, Science or Commerce. This rule does not apply to technical or management courses, so a graduate can still apply for MBA or MCA.
  • Living expenses: If the student lives in the institution’s hostel, the applicable amount goes to the institution. If not, the student receives living expenses at the rates based on the city classification. The Education Department may raise these rates with inflation.
  • Continuation of studies: If a student discontinues the course midway, the remaining loan amount will not be released. Further instalments are available only while the student continues in the same institution and course.

Bihar Student Credit Card Scheme Key Features

  • Loan up to ₹4 lakh: The maximum amount available is ₹4,00,000, which can cover tuition, hostel charges and other education costs.
  • Wide use of funds: Money can be spent on course fees, books, laptops and other study equipment, so you are not left short on essentials.
  • Low interest rates: Female, transgender and Divyang students get a very low rate of 1%, while general category students pay 4%.
  • Easy repayment: Repayment begins only after you complete the course and find a job (generally within about a year after completion). Since the loan is government-owned, recovery is also flexible.
  • No collateral needed: You do not have to pledge property or arrange a guarantor, because the state government acts as the guarantor.
  • Living expense support: If you do not stay in the institution’s hostel, you receive living expenses based on the city category and the rates set in the guidelines. If you do stay in the hostel, the amount is paid to the institution. These rates can be revised for inflation.
  • Direct payment to the institution: Once the loan is sanctioned, the fee amount goes straight to your college, which keeps the process transparent.
