Nirman Shramik Pucca Ghar Yojana is a housing welfare scheme launched by the Government of Odisha to provide financial assistance to eligible registered construction workers. The main aim of the scheme is to help workers build permanent (pucca) houses and improve their living conditions. It supports economically weaker construction workers by providing safe and secure housing for their families.
Nirman Shramik Pucca Ghar Yojana Objectives
The Nirman Shramik Pucca Ghar Yojana (NSPGY) is an Odisha government housing scheme made for the people who build homes but often live without a safe one themselves. Here is what the scheme aims to achieve.
- The Labour and ESI Department, Government of Odisha, launched the Nirman Shramik Pucca Ghar Yojana (NSPGY) to meet the housing needs of building and construction workers in rural areas who do not own a pucca house.
- The scheme is meant for workers registered with the Odisha Building & Other Construction Workers Welfare Board (OB&OCWWB). These workers help build homes and community assets for others, yet many still lack a safe home of their own.
- The main aim is to give these workers a pucca house, meaning a house strong enough to handle everyday wear and tear as well as natural forces such as heavy rain, storms and other climate conditions.
- The scheme is funded entirely by the OB&OCWW Board, with a yearly budget decided by the Board. The Panchayati Raj & Drinking Water (PR&DW) Department carries out the work on the ground.
- The house is preferably sanctioned in the name of the woman head of the household. The scheme also encourages innovation in housing designs, building materials and construction methods.
Nirman Shramik Pucca Ghar Yojana Key Benefits
Beneficiaries get more than just money for construction. The scheme also offers wage support, toilet assistance, bonuses and other facilities, as explained below.
- Financial assistance: Beneficiaries get ₹1,20,000 in Non-IAP districts and ₹1,30,000 in IAP (Integrated Action Plan) districts to build a new house. These amounts can be revised by the government from time to time, in line with the Biju Pucca Ghar Yojana (BPGY).
- Wage support under MGNREGS: Beneficiaries receive wages for 90 person days (Non-IAP) and 95 person days (IAP), which can help cover the labour cost of building.
- Toilet assistance: An extra ₹12,000 is available for an Individual Household Latrine (IHHL) under MGNREGS/SBM(G).
- Early completion bonus: Finishing the house and toilet within 4 months of the first installment earns an extra ₹20,000. Finishing within 6 months earns ₹10,000. The government may revise these amounts.
- Instalment-based payment: Money is released in four stages, linked to construction progress.
- Direct bank transfer: All payments go straight into the beneficiary’s bank account through the Public Financial Management System (PFMS). No other mode of payment is used, and no contractor is involved.
- Other convergence benefits: Beneficiaries are also entitled to a safe drinking water supply, electricity connection under DDUGJY/BGJY, wages for land development under MGNREGS, and social security cover such as AABY/RSBY, as per existing guidelines.

Families not listed in the Kutcha household category of the SECC 2011 list are also excluded. If a worker’s name is missing from the SECC list, the BDO can inquire and certify that the worker is otherwise eligible.
How to Apply for Nirman Shramik Pucca Ghar Yojanam Online and Offline?
The source material describes this as a registration-plus-selection process, so the steps below follow it closely.
Step 1: Register with the Welfare Board (online)
- Register yourself as a construction worker with the Odisha Building & Other Construction Workers Welfare Board through its official portal.
- Your registration must stay valid, and you need at least one continuous year of registration to qualify.
Step 2: Selection and verification (handled by officials)
- The District Labour Officer (DLO) sends the Block Development Officer (BDO) a list of workers whose registration has been valid for at least one year, along with the details needed for a field inquiry.
- The BDO checks whether any listed worker has already received housing help under another scheme, and whether the household appears in the Kutcha category of SECC 2011. Names that fail these checks are removed.
- Block staff conduct field verification to confirm the worker does not already have a pucca house.
- The verified list goes to the Block Level Selection Committee for approval.
- The BDO recommends the final list to the District Collector, who approves it and forwards it to the OB&OCWW Board and the PR&DW Department.
- The PR&DW Department sets district and block targets and publishes the beneficiary list on its portal. The list is also available on the Welfare Board’s portal.
- The BDO then sanctions houses against the target. Priority goes to workers with earlier registration dates.
Step 3: Work order and construction
- Before the work order is issued, geo-tagged photos are taken of the beneficiary with their kutcha house and with the proposed construction site. Photos are uploaded through AwaasApp, or any similar state app.
- The beneficiary’s photo, Aadhaar UID/EID and mobile number are kept in the case record and uploaded to AwaasSoft. If you have no phone, a relative’s or friend’s number can be recorded.
- Houses must be built by the beneficiaries themselves. Panchayat Samitis are the implementing agencies under the supervision of DRDAs/Zilla Parishad.
Step 4: Installments
- The 2nd, 3rd and 4th installments are credited by the BDO within a week of receiving the official’s report. The report covers the eye estimation, spot verification and geo-tagged photos of the construction stage.
- Before the 4th installment is released, the beneficiary must fix an engraved NSPGY logo on the front wall of the house. It should show the beneficiary’s name, year of sanction, unit cost and similar details.
Offline help: The source material does not describe a separate paper application. Since selection runs through the DLO and BDO, a worker who needs help with registration or wants to check their status can visit the local Labour Office or Block Development Office.
Nirman Shramik Pucca Ghar Yojana Significance
- Housing for those who build homes: Construction workers help create houses and public assets, yet many live in kutcha homes. This scheme gives them a safe and durable place to live.
- Women’s empowerment: Sanctioning houses preferably in the name of the woman head of the household strengthens women’s ownership and security within the family.
- Transparency and less leakage: Contractors are not allowed, and money goes directly to bank accounts through PFMS. Geo-tagged photos and app-based verification keep the process clear and traceable.
- Fair selection: The step-by-step scrutiny by the DLO, BDO and selection committee, along with priority for earlier registrations, helps ensure the benefit reaches those who need it.
- More than just a house: Toilet support, drinking water, electricity, wage support and social security together aim to give families a healthier and more dignified life.
- Encouraging timely, quality construction: Staged payments tied to progress, early completion incentives and the 25 sq. m. RCC-roofed standard push for strong houses that are finished on time.
- Protection after disasters: Families whose homes are destroyed by calamities such as floods, cyclones or fires can receive another house.
- Strengthening the Welfare Board: The scheme is funded by the OB&OCWW Board, so it also gives workers a strong reason to register and stay registered.
